This 30 mil (0.76mm) thick semi-conductive, linerless Ethylene Propylene Rubber (EPR) tape is highly conformable and is compatible with cable semi-conducting jackets. This is a highly conformable, Ethylene Propylene Rubber (EPR) with liner for high-voltage insulating tape that provides excellent thermal dissipation of splice heat. This tape works properly up to 90 degrees C. Primary electrical insulation for splicing all solid dielectric cables through 69kv.

Scotch 23絕緣膠帶在使用時應連續半重疊繞包，直到達到所需厚度，使用時，將Scotch 23膠帶拉長後使用。 在關鍵部位，將膠帶一直拉長到瀕臨裂點，這樣做不會改變其物理或電性能，在不是很關鍵的部位，則不需拉那麼長。 在不很關鍵的部位，通常是將Scotch 23膠帶拉伸至其原始寬度的3/4。時刻牢記要半搭接，以使膠帶均勻纏繞。在35k伏-69k伏的電纜上使用23膠帶時，在整個繞包過程中都要拉長膠帶。
